In December 2003, Shui On Construction And Materials Limited signed a joint venture agreement with Guizhou Changda Cement Company Limited, a subsidiary of Liuzhi Gongkuang Group, to establish Guizhou Changda Shui On Cement Co. Ltd ("Changda Shui On"). The company has an annual production capacity of 300,000 tonnes and aims to expand its capacity to 800,000 tonnes per annum.

Changda Shui On is located in Mugang Town in Liuzhi District. It has a Ø3.5/Ø4.0×150m rotary kiln production line, which is a standard Huaxin type wet process kiln with a production capacity of 750 tonnes of high grade clinker per day.
