In September 2001, Shui On Construction And Materials Limited signed a joint-venture agreement with Industry Investment Co. Ltd in Qianxinan Autonomous Prefecture during the China International Fair for Investment and Trade in Xiamen, Fujian to establish Guizhou Dingxiao Shui On Cement Co. Ltd. The joint venture has invested Rmb140 million to build the first rotary kiln in Qianxinan with annual production capacity of 400,000 tonnes.

Its new dry-process 1000 tonne rotary kiln mainly produces high quality "Shui On Cement", including 42.5 and 32.5 Ordinary Portland cement and 32.5 Composite Portland cement.
