Guizhou Kaili Shui On Cement Co. Ltd, formerly Kaili No 1 Cement Plant built in 1966, is located in the suburb of Kaili City, the capital of Qiandongnan Autonomous Prefecture. In September 2001, Shui On Construction And Materials Limited signed an agreement with the Government of Kaili City to set up Guizhou Kaili Shui On Cement Co Ltd and acquire Kaili No 1 Cement Plant. The new joint venture was officially set up in October 2001 and has an annual production capacity of 300,000 tonnes of high-grade cement. Its main product is "Xianfeng" Ordinary Portland cement.

The company has the capability to produce 32.5, 42.5 and 52.5 cement that meet new national standards (ISO quality management standards).

In the past 10 years, the plant has placed great emphasis on management, training and technological innovation. The plant has won numerous honours, including "Advanced Enterprise in Quality Management" and "Top 100 Profitable Enterprises".
