The joint-venture Guizhou Yuqing Shui On Cement Co. Ltd ("Yuqing Shui On") was set up in April 2002. Previously known as Zunyi City Cement Plant Yuqing Hongfeng sub-plant, Yuqing Shui On is located in Liangfeng Village in Dawujiang Town in Yuqing County. The plant is 149 km from Zunyi City and 33 km from the centre of Yuqing County. Provincial Road 3216 links up the whole Yuqing County and the plant. Its "Xiao Huagang" Cement is comparable to Zunyi Shui On's "Huagang" Cement. ("Huagang" Cement is well known in Guizhou Province and was ranked number one in the province in terms of quality management and product quality control for five consecutive years between 1997-2001. The company was also awarded the best cement enterprise in Guizhou in 1998-2001.)

Yuqing Shui On is now building a new cement grinding mill with a total investment of Rmb 25 million, and the mill. The company is the largest cement producer in the southeastern area of Zunyi. It is also the main supplier for the power plant in Goupitan as well as other key Government projects.
