In December 2000, Shui On Construction and Materials Limited signed an agreement with Zunyi Cement Plant to set up Guizhou Zunyi Shui On Cement Co. Ltd ("Zunyi Shui On") in Zhongzhuang Town, Zunyi City. Zunyi Shui On is the largest cement supplier in northern Guizhou with an annual production capacity of 300,000 tonnes of high grade cement. It obtained quality system certifications from China Building Materials Centre and China Quality Certification Centre in 1995. Its "Huagang" Cement is well-known in Guizhou Province and has been used in the construction of Wengan Jiangjiehe Bridge. The company's management and product quality were ranked number one in the province for five years from 1997-2001.

Zunyi plant

Zunyi Shui On began operation on 1 December 2000. In order to meet growing demand as well as to maintain its leadership in the market, the company signed another agreement in May 2001 to build a new production line. With the completion of this new production line in December 2002, the annual production capacity of high grade cement has increased to 700,000 tonnes. The new production line, under Guizhou Xinpu Shui On Co. Ltd, started operation in December 2002.
